BUREAU OF INDUSTRY & SECURITY DENIES LOUISIANA MANÆS EXPORT PRIVILEGES    The U.S. Department of Commerce’s Bureau of Industry and Security has temporarily denied the export privileges of Yaudat Mustafa Talyi of Slidell, La., and two companies he owns, International Business Services Ltd. and Top Oil Tools Ltd., also in Slidell.
   Michael J. Garcia, assistant secretary for export enforcement at the department, took the action based on an investigation disclosing that, for nine years, Talyi attempted to export oil field parts and equipment to Libya and Sudan — two countries with which the U.S. government maintains a comprehensive economic sanctions program.
   The Secretary of State has designated Sudan and Libya as countries whose governments have repeatedly provided support for acts of international terrorism.
   The temporary denial order issued against Talyi will remain in effect for 180 days from Oct. 4. The order will then expire unless BIS applies for its renewal.
   The investigation into Talyi’s activities was conducted by investigators from BIS’s Office of Export Enforcement field office in Dallas and the U.S. Customs Service working with prosecutors at the U.S. Attorney’s office in New Orleans.
